Summary The lead story on One Network News on 14 February 1999 at 6. 00pm reported a fatality at Western Springs Speedway in Auckland. Footage of the accident showed a spectacular crash before the driver was flung out, crushed by his car and killed. That footage was repeated during the item. Mr Allison of Nelson complained to Television New Zealand Ltd, the broadcaster, that the footage was offensive, distasteful, and showed a callous disregard for those close to the victim and for all viewers. He objected to its graphic nature and the fact that it was shown without warning during early evening family viewing time. TVNZ responded that the item’s emphasis was on how the accident had occurred and why the driver’s safety harness had failed. The accidental death was, it contended, a matter of public concern and interest, particularly as it occurred at a public event....

The item was broadcast on One Network News on 1 March 1999 beginning at 6. 00pm. On behalf of the Wellington Palestine Group, Ms Zarifeh complained to Television New Zealand Ltd, the broadcaster, that the description was inaccurate and contrary to TVNZ’s own previously stated policy of not describing Hizbollah fighters as terrorists. While acknowledging that policy, TVNZ said that the item on this occasion was prepared by an overseas reporter. Because of the journalistic quality of the item overall, TVNZ stated, it had exercised editorial judgement in broadcasting the piece although it did not conform precisely to its own policy. Moreover, TVNZ contended that in the specific context of the item the use of the word "terrorists" to describe the Hizbollah fighters was arguably correct....

Summary A reduction in unemployment levels was illustrated by use of a graph in a news item broadcast on One Network News on 4 November 1999 between 6. 00–7. 00pm. Mr Kammler complained to Television New Zealand Ltd, the broadcaster, that the visual message of the graph was distorted because the vertical axis had not started at zero. As a result, he said, the decline in the unemployment level appeared to be greater than it actually was. In his view the item had not reflected the truth. TVNZ acknowledged Mr Kammler’s argument, but said it was necessary to see the graph in its television context, where its function was to convey a stylistic indication of a trend, rather than being very specific information – such as in a written text – which could be referred back to later....
