Summary[This summary does not form part of the decision. ]A RNZ News bulletin reported on the NZ Police Association’s view that a recent spate of Police shootings was the result of ‘too many firearms getting into the wrong hands’. During the bulletin, the presenter said: ‘The Association’s President… says more than 20,000 firearms, including semi-automatic military weapons, are stolen or sold to offenders each year. ’ The Authority upheld a complaint that the presenter’s reference to more than 20,000 firearms being stolen or sold to offenders was inaccurate. According to the Police Association, the President should have been quoted as saying ‘over 50,000 firearms enter the country each year, a number of which are stolen or sold to offenders’....

The Authority has not upheld a complaint about an RNZ News item covering anti-racism protests in Washington and London. The item reported that after ‘a largely peaceful day’, some of the British protesters threw bottles at police, mounted officers charged at the protesters, and an officer ‘required hospital treatment after falling from her horse’. The complaint was that this characterisation of the events breached broadcasting standards as the protest was not ‘peaceful’ and other reports noted the horse bolted after a firework or similar was thrown from the crowd. The Authority found the item was materially accurate, and that the remaining standards raised were not applicable to the complainant’s concerns. Summary[This summary does not form part of the decision. ]An item broadcast during RNZ News reported on cycling campaigner Peter Walker’s new book, following an interview between RNZ and Mr Walker earlier that day. The item reported that helmets ‘do little to improve safety’ and are ‘stopping people from taking up cycling’. The Authority did not uphold a complaint that the omission of any reference to Mr Walker’s position on mandatory helmet legislation was misleading as Mr Walker is not ‘against helmets’ but rather against mandatory helmet laws. The Authority found that, while the short news item truncated a sophisticated topic and did not refer to Mr Walker’s views on mandatory helmet legislation, the ideas communicated in the news item were not materially different to the key themes communicated by Mr Walker during his earlier interview broadcast on RNZ....

The Authority has not upheld a complaint that an RNZ News bulletin reporting on the arrest of Kiritapu Allan, and political commentators’ views on the implications for Labour’s election chances, breached the balance and fairness standards. The complaint considered the item favoured two ‘negative’ opinions that were ‘noticeably biased against the Labour government’ and ignored a ‘positive’ balancing view available ‘just minutes earlier’ from Minister James Shaw. The Authority found the item was balanced, having included alternative significant perspectives just prior to the news bulletin. The fairness standard did not apply to the concern of how a ‘situation’ is presented, and in any event, the Authority did not consider either Allan or the Labour Party were treated unfairly. The Authority has not upheld a complaint under the fairness, balance, and accuracy standards from environmental protest group Honour the Maunga, about a series of Radio New Zealand broadcasts on 15-19 April 2020. The items concerned the removal of the group’s unoccupied camp from Ōwairaka (Mt Albert) for allegedly breaching lockdown rules. Overall, the Authority found that the series of broadcasts was unlikely to cause undue harm to the reputation of Honour the Maunga, and was unlikely to mislead listeners. This was a series of short news items covering a developing story, which, importantly, included the complainant’s response to the key points in the reports, namely that the group had not breached lockdown rules and was otherwise entitled under the New Zealand Bill of Rights Act to occupy the site....
