The Authority has declined to determine a complaint that 1News’ ANZAC Day bulletin, which included coverage of Māori soldiers, the 28th Māori Battalion and a pre-recorded story by 1News’ Māori Affairs Correspondent, breached the discrimination and denigration, balance and fairness standards. The Authority considered the relevant content appropriate to the context of the broadcast, which marked the first ANZAC Day without a surviving member of the 28th Māori Battalion. It also found the complaint reflected the complainant’s own personal preferences on a matter for the broadcaster’s editorial discretion and did not raise any issues of broadcasting standards that warranted determination. The Authority has not upheld a complaint about a 1News item on 2 July 2025 reporting ‘a ceasefire in occupied Gaza could be on the cards with all eyes tonight on Hamas and whether it’ll accept the latest proposal. It follows Donald Trump announcing on social media that, quote, “Israel has agreed to the necessary conditions to finalise a 60-day ceasefire”. ’ Key points of the complaint included: 1News persistently reports Israel’s actions ‘in the passive voice’, avoiding attributing responsibility to Israel (including for breaking an earlier ceasefire); stating the October 2023 attacks killed ‘around 1200 people’ was incorrect as it did not account for deaths inflicted under the Hannibal Directive; and TVNZ’s sources did not support the statement that Hamas had a ‘red line’ that it ‘must remain in control of Gaza’....

The Authority has not upheld a complaint alleging a clarification broadcast by 1News, stating ‘Israel says it does not target civilians in any of its actions’, breached the accuracy standard because the statement was a ‘blatant inaccuracy’. The Authority found the broadcast did not state as fact that Israel does not target civilians. It accurately reported Israel’s official position and clearly attributed the statement to Israel. The Authority has not upheld a complaint alleging a 1News item on a Donald Trump campaign rally breached the promotion of illegal or antisocial behaviour standard. The complaint was that the item portrayed Trump, his supporters and the Trump campaign in a positive light, while failing to mention his participation in election denial; as a result, the segment could encourage some viewers to participate in election denial. The Authority found this was a straightforward news item covering Trump’s campaign rally, before offering typical political commentary from the US Correspondent on Trump’s election chances. The Authority has upheld a direct privacy complaint about a 1News item regarding a TVNZ on-demand series investigating Destiny Church. The item featured excerpts of an interview from the series, with a former member of the church who participated on the condition her face would remain hidden. The complaint was that the interviewee’s facial features were visible in the broadcast, which in the complainant’s view represented a ‘grave failure’ by the broadcaster to meet its obligations to protect the interviewee, given the seriousness of the circumstances and risk of harm to them. TVNZ accepted there was a breach of the privacy standard on the basis the interviewee’s face was visible to some viewers in certain viewing conditions, which the interviewee had not consented to. The Authority agreed and upheld the complaint as a breach of the interviewee’s privacy....

The Authority has not upheld a complaint under the balance and accuracy standards about a 1News report on the start of a ceasefire deal between Hamas and Israel, and the first hostage/prisoner exchange as part of the deal. The complaint included claims the broadcast: failed to identify the West Bank as occupied; inaccurately cited how many were killed at the Nova festival and the identity of those attending the festival; inaccurately described the origin of the cars in the ‘car wall’; used ‘gratuitous adjectival framing to discredit Palestinian supporters’; and was overall unbalanced. Noting the challenges of verifying certain facts presented in the broadcast, the Authority did not uphold the complaints under the accuracy standard on the basis reasonable efforts had been made to ensure accuracy, or the relevant points were not materially inaccurate or misleading....

The Authority has not upheld a complaint a 1News item reporting the latest developments in the Middle East conflict and the end of a ceasefire between Israel and Hamas breached the accuracy standard. The Authority found reasonable viewers were unlikely to be misled by neither the reporter’s brief statement that ‘Israel and Hamas have accused each other of breaching the January ceasefire’ nor the absence of further context. The Authority has not upheld a complaint under the balance, accuracy and fairness standards about a broadcast of 1News discussing the United States’ decision to send more combat aircraft and war ships to the Middle East following the killing of Hamas political leader Ismail Haniyeh. The complainant argued the broadcast was unbalanced and biased towards American and Israeli interests by omitting to mention Haniyeh was the chief negotiator for Hamas in ceasefire negotiations relating to the ongoing Israel-Hamas conflict. The Authority found the broadcast was more of a report on recent events than a discussion of issues to which the balance standard might apply....

The Authority has not upheld a complaint about an item on 1News where a reporter repeatedly asked Winston Peters ‘Has the Prime Minister asked you to pull your head in? ’ The complainant alleged these comments were rude and biased. The Authority did not uphold the complaint as while some members of the audience may have found the questioning rude, it was within audience expectations of programmes such as 1News and was unlikely to cause widespread offence and distress. The Authority has not upheld a complaint about a 1News item on Hon Erica Stanford MP’s use of her personal email account for ministerial business. The item included analysis and commentary from 1News’ Political Editor, which the complainant considered was targeted against the Coalition Government and unbalanced. The Authority found no breach of the balance standard as the item included significant relevant perspectives regarding Stanford’s actions and the matter had been broadly reported on. It also found there was no evidence of bias and robust political commentary is expected from reporters in the Political Editor role. Not Upheld: Balance...

The Authority has declined to determine a complaint regarding a news item about future upgrades to Wellington Airport infrastructure, including new runway technology designed to allow larger planes to land in the capital. The complainant said the item lacked balance and accuracy as the story was illustrated with some footage of windy conditions in Wellington, instead of showing Wellington on calm and windy days. As this complaint relates to a matter of editorial discretion and personal preference, it is not capable of being determined by a complaints procedure. The Authority1 has not upheld a complaint about a 1News item reporting on the Government’s proposed reform of the Retirement Villages Act 2003. The complainant alleged the segment was unbalanced for not explaining changes to payments in connection with the sale of vacated units will only be applied to new retirement village residents, and not current residents. The Authority found the broadcast provided significant perspectives regarding the proposed reform and did not purport to provide a comprehensive examination of the Government’s proposed changes.  In addition, the standard allows for balance to be achieved over time within the period of current interest, and the broadcaster had covered the issue of impacts on existing residents in reports the next morning. The Authority has not upheld two complaints about a 1News item on the Government’s rejection of an application to officially change the town of Russell to its original name, Kororāreka. The complainants alleged an interviewee’s comment that those against the name change were ‘usually older… always white’ was racist and ageist; the accuracy of the same statement was ‘questionable’; and the item was unbalanced, biased and unfair by only including interviews with people who supported the name change....

The Authority has not upheld a complaint about a 1News item on 6 July 2025 reporting ‘Israel has continued attacks in the occupied Gaza Strip amid steps towards a possible ceasefire. At least 35 Palestinians have been killed in the latest strikes, according to the Hamas-run Civil Defence Agency…’ The complaint was that this story ‘further compounded’ TVNZ’s earlier ‘unbalanced and inaccurate reporting’, including by referring to the ‘Hamas-run Civil Defence Agency’ (leading viewers to question the veracity of reported Palestinian deaths) and by stating ‘[t]he war began when Hamas attacked Israel’ (showing footage of 7 October 2023), which repeated ‘Israeli narrative’ and ‘decontextualised’ the history of the conflict and Israeli attacks prior to that date. The Authority found viewers were unlikely to be materially misled or left uninformed by this item....

The Authority has not upheld a complaint that action taken by Television New Zealand Ltd was insufficient, after the broadcaster upheld a complaint under the accuracy standard about a statement in a 1News bulletin that ‘Israel would withdraw from Gaza’ as part of a peace proposal (when the proposal only contemplated withdrawal from densely populated areas). The Authority agreed with the broadcaster’s decision that the statement was materially inaccurate. However, it found TVNZ had complied with the accuracy standard requirement to correct material errors within a reasonable period by posting correct information on its website, and any potential harm caused by the broadcast was not of a level requiring any further action. The Authority has not upheld a complaint under the accuracy standard about a 1News report on the Principles of the Treaty of Waitangi Bill (Bill). The complainant alleged the broadcast’s framing of the Treaty principles as partnership, participation, and protection (the Three Ps) was ‘incomplete and confused’, and describing the Bill’s three principles as ‘new’ erroneously suggested the Bill was rewriting the Treaty principles. The broadcast stated, ‘there are no principles that have been expressly defined or set out in law’ and recited the Three Ps as the ‘current main three principles’. In the context of the segment, the reporter’s comments were unlikely to mislead viewers, and any potential harm caused was not at a level justifying intervention. The Authority has not upheld a complaint about a 1News item on 28 June 2025 reporting, ‘An Israeli newspaper’s claim that soldiers were ordered to fire on unarmed Palestinians queuing for aid in occupied Gaza has been strongly denied by Israel’s Prime Minister. A US- and Israeli-backed aid provider is also rejecting any link between its sites and the deaths…’ The complaint was that the broadcaster avoided evidence of Israel’s responsibility for the killings and ‘still [would] not report who was responsible’, instead putting ‘overwhelming emphasis’ on ‘the denials’. The Authority did not agree, finding the main item led with strong statements and footage conveying Palestinian suffering, and otherwise contained sufficient information and perspectives to meet the requirements of the standards. The particular aspects PSNA would have preferred to be reported (eg the name of the Israeli newspaper) did not, by their omission, render the item inaccurate or misleading....

The Authority has upheld complaints that a 1News item about the arrest of the suspect in the shooting of conservative activist Charlie Kirk, breached the accuracy standard in its reporting of comments made by President of the United States Donald Trump. In its introduction, the report stated, ‘[W]hen the President was asked what he’d do to unite the country after this tragedy, he said, “I couldn’t care less,” blaming the radical left, and vowing to go after political violence. ’ This was accompanied by a large banner with a photograph of Trump and the words, ‘I couldn’t care less. ’ While the broadcaster indicated it was their genuine interpretation of the comments, the Authority found this was inaccurate, as Trump actually said, ‘Well, I’ll tell you something that’s gonna get me in trouble, but I couldn’t care less....

The Authority has not upheld a complaint that a 1News item about an Auckland ‘March Against Antisemitism’ rally, held in the wake of the Bondi Beach Hanukkah Festival shooting, was unbalanced and inaccurate. The complaint was that the broadcaster failed to appropriately challenge rally participants on multiple points, resulting in omission of context and perspectives and the audience being misled, including by mischaracterisation of the rally and the suggestion Hamas was connected to the Bondi Beach shooting. The Authority found the balance standard did not apply because the broadcast, which focused on the concerns of the New Zealand Jewish community and commemoration of the Bondi Beach victims, was a report on events rather than a discussion of a controversial issue of public importance. In the context, it noted viewers would not have expected the broadcaster to challenge the rally participants or present the other perspectives outlined in the complaint....
