SummaryA promo for an episode in the series The Human Body showed a naked pregnant woman and was broadcast on TV One at about 6. 40pm on 17 September. Ms Hutchings of Palmerston North complained that it was disgusting to use that imagery to sell a programme, particularly in the early evening. She pointed out that viewers who might choose not to watch the programme because they found the images offensive were not given a choice about watching the promo because no prior warning was given. In its response, TVNZ maintained that as the image was not prurient it did not breach the good taste standard. Summary The television reviewer on RNZ’s Nine to Noon programme, Tom Frewen, stated that TVNZ "now feels" that it need not carry the leaders’ opening and closing addresses for the elections, and stated "That’s how far it’s moved away from the idea of public broadcasting". The review was broadcast was on 24 March 1999. Television New Zealand Ltd complained to Radio New Zealand Ltd, the broadcaster, that the statement was wrong, and misrepresented TVNZ’s position as had been advanced in its submissions to the Electoral Law Select Committee made on 17 March. It sought an apology. Referring to the context of the comment, RNZ stated that the comment was neither untruthful nor inaccurate. It declined to uphold the complaint. Dissatisfied with RNZ’s decision, TVNZ referred the complaint to the Broadcasting Standards Authority under s. 8(1)(a) of the Broadcasting Act 1989. The Authority did not uphold the complaint that this encouraged cruelty to animals and was inappropriately rated G. While some viewers may have found the footage unpleasant, it was not unexpected or gratuitous as the subject matter was well signposted, and it highlighted the reality that we live in a society which eats meat and that animals must be killed and prepared in order for this to occur. The Authority has not upheld a complaint that an item on Newshub Live at 6pm, which broke the story of Dr Jonie Girouard issuing medical certificates to patients to attempt to use as vaccine exemptions, breached the privacy and law and order standards. The item featured hidden camera footage filmed by an undercover journalist posing as a patient at Dr Girouard’s practice. The Authority found the footage shown did not breach the privacy of other patients at the practice who were filmed without their consent, as they were not identifiable. It found that the footage did breach the privacy of Dr Girouard, on the basis she was identifiable in the broadcast, and the covert footage amounted to a highly offensive intrusion on her reasonable expectation of seclusion....
