The Authority1 has not upheld a complaint that interviews on The Detail discussing a ‘power imbalance’ between retirement village operators and residents breached the balance, accuracy and fairness standards. The complainant alleged the broadcast was unbalanced and unfair as it did not provide an alternative perspective from a retirement village operator or the industry, and the statement, ‘operators are just sitting on the weekly fee’, was inaccurate. The Authority found the broadcast was signalled as coming from a particular point of view and viewers were unlikely to expect a countering perspective in the broadcast. The Authority also found the alleged inaccurate statement was clearly distinguishable as analysis, comment or opinion and was not materially misleading. The fairness standard did not apply. Summary An item on 60 Minutes focussed on the Philadelphia Police Force, its Commissioner and its facilities and practices. The introduction to the item summarised some perceived problems of the New Zealand Police Force. The item was broadcast on TV One on 18 October 1998 commencing at 7. 30 pm. Deputy Commissioner Barry Matthews on behalf of the New Zealand Police complained to Television New Zealand Limited, the broadcaster, that the item was inaccurate. He also complained that the item was unbalanced in failing to allow New Zealand Police the opportunity to present their crime strategies, and explain why the American practices were inapplicable. TVNZ responded that the item was not about the New Zealand Police, and so input from them was unnecessary....

Summary In reporting the New Zealand cricket team’s visit to Buckingham Palace a 3 News sports item broadcast on 3 June 1999 beginning at 6. 00pm announced "The Blackcaps bowl up at Liz and Phil’s wicket…". Mr Bernards complained to TV3 Network Services Ltd, the broadcaster, that this reference was disrespectful to the Queen and the Duke of Edinburgh and overstepped the limits of acceptability. He sought a sharply worded warning to TV3’s management not to repeat such language. TV3 responded that the phrase was intended to be a brief, light-hearted pointer to the report coming up. It noted that the humorous reference was more than adequately balanced by the tone of the full news item. While it regretted that the complainant had found the reference distasteful, it did not consider it had breached broadcasting standards and it declined to uphold the complaint....

Summary A trailer broadcast during the news hour on One Network News on 20 May 1998 between 6. 00-7. 00pm advised that New Zealand’s Rugby Sevens team was at "Israel’s Wailing Wall". The item itself included a caption which identified the Wailing Wall as being in Jerusalem, and the script identified it as part of Israel. The Wellington Palestine Group, through a representative, complained to Television New Zealand Ltd, the broadcaster that both the trailer and the item perpetuated an untruth, as the Wailing Wall was not part of Israel. The group said it objected to seeing TVNZ being used as a vehicle for Israeli propaganda. TVNZ responded that both the trailer and the item were in error in describing the Wailing Wall as being in Israel. On these points the complaint was upheld....
