As is its practice, theAuthority has determined the complaint without a formal hearing.Mr Ted Caldwell, a former Cook Strait ferry steward and author of a forthcomingbook which focussed on the conduct and behaviour of his fellow stewards, wasinterviewed on 3 National News on 13 May 1994.
"National television", he noted, "is notone of them". He also disputed TV3's contention that it was not possible to identifythe officer involved.In determining the complaint, the Authority accepts that it would be possible – fromthe material contained in the item – for friends and neighbours to identify the officerwho fired the shots.
