The Authority has not upheld a complaint concerning a Sunday investigation report looking into issues with emergency housing in Rotorua, and a follow-up item on 1 News. The majority of the Sunday broadcast focused on allegations against the largest contracted emergency housing provider in Rotorua, Visions of a Helping Hand (Visions), and its contracted security company Tigers Express Security Ltd – both led by CEO/Director Tiny Deane. Visions complained the broadcast was unbalanced, misleading, and unfair to Visions, Tigers Express Security and Deane. Noting the very high public interest and value in the story overall, the Authority found most of Visions’ concerns with the broadcast could have been addressed had it provided a substantive response to the reporter on the issues raised – who had made numerous attempts over more than a month to obtain comment from Visions and Deane....

The Authority has not upheld complaints about a Breakfast interview with Labour MP Tangi Utikere. During the interview, Utikere was asked about reports of a ‘leaker’ within the Labour caucus, and was repeatedly questioned on whether he himself was the leaker. The complainants alleged the interview amounted to bullying and denigrated Utikere. The Authority acknowledged the questioning was sustained, but was within the scope of the type of questioning expected of a politician, particularly in the lead up to an election, and the broadcast was not in breach of the fairness standard (with respect to treatment of Utikere or former Minister Kiritapu Allan). The Authority has declined to determine a complaint alleging a news bulletin on RNZ was unbalanced due to the placement of an update on the Rugby World Cup, ahead of other news. The Authority has not upheld a complaint that a brief Nine to Noon segment discussing the latest developments in a site investigation at the former Ivon Watkins-Dow (Dow) chemical plant in Paritūtū, New Plymouth lacked balance and accuracy. Noting the nature of the programme, the perspectives included in it and other media, and that the period of current interest for issues at Paritūtū was ongoing, the Authority found reasonable efforts were made to present significant viewpoints. The Authority has not upheld a complaint about a Paddy Gower Has Issues segment on the price of butter in Aotearoa New Zealand. The complaint alleged the broadcast breached the balance and accuracy standards because it suggested supermarkets were responsible for increased butter prices yet presented no evidence proving this. The Authority found the balance standard was not breached. Sky Free presented significant viewpoints, including that of Woolworths, and gave various supermarkets an opportunity to comment. Additionally, the issue of butter prices was raised in a humorous manner, and audiences could reasonably be expected to be aware of views expressed in other coverage. Under the accuracy standard, the Authority found viewers were also unlikely to be misled by this single item, in the context of the broadcast and given extensive media coverage of the subject. The Authority has not upheld a complaint about an interview with Dame Jacinda Ardern on RNZ National, in which presenter Jesse Mulligan used the word ‘prick’ when asking Ardern about a past comment she made in Parliament. The complaint alleged the use of this language breached multiple standards. The Authority found it was low-level language that would not have surprised or offended most listeners in the context or alarmed or distressed any children who happened to be listening. The Authority has not upheld a complaint that an interview on Saturday Morning with Baroness Dr Hilary Cass breached broadcasting standards. Dr Cass is the author of an independent review of NHS gender identity services for children and young people in England, whose findings contributed to the New Zealand Government’s decision to ban new prescriptions for puberty blockers to treat gender dysphoria or incongruence. The Authority acknowledged the complainant’s concerns about the harm that could result from the ban on puberty blockers in New Zealand, and that many New Zealand medical member associations have expressed strong concern about it. However, it found the interview was clearly signalled as presenting Dr Cass’s opinion on a controversial and unsettled debate (the long-term safety of puberty blockers in transgender healthcare) and did not breach the balance or accuracy standards....

The Authority has not upheld a complaint that comments made by a political panellist on Nine to Noon, including that National Party public meetings were ‘full of angry racists saying angry racist things’ breached broadcasting standards. While the Authority acknowledged the statement was inflammatory, it found the statements were hyperbole and political comment and opinion, and they were challenged immediately by another panellist – meaning listeners were unlikely to be misled, and given sufficient viewpoints to form their own opinions. The Authority has not upheld a complaint that a segment on 1News about Oranga Tamariki-run bootcamps breached the balance standard. The complainant considered the 1News reporter’s attitude, questioning and body language evidenced a ‘left bias’ and ‘a fair representation of the story’ was not given. The Authority found the balance standard was not breached as the broadcast presented sufficient viewpoints and the audience could reasonably be expected to be aware of additional perspectives from other media coverage. The Authority has not upheld a complaint alleging an item on Morning Report misrepresented the Hawke’s Bay Regional Council’s views responding to iwi concerns about groundwater issues, including why local streams were drying up, and did not properly examine the complexity of the issues. The Authority has not upheld a complaint about an interview with a delegate of the New Zealand Nurses Organisation. The complainant alleged that the interview was unfair, unbalanced and inaccurate as the host was rude, offensive, underprepared and did not allow her to read from a prepared statement. The Authority did not uphold the complaint under the fairness standard as, among other reasons, the interviewee was a delegate from a large union, who can be expected to handle robust questioning. The Authority has not upheld a complaint that an item on RNZ’s 9am news bulletin about an electricity shortage in New Zealand breached multiple standards. The complaint focused on the broadcast’s allegedly inappropriate use of terms such as energy, fossil fuels, power and electricity and the omission of contextual information. In the context of the news bulletin, the Authority found RNZ’s audience was unlikely to be misled. Accordingly, the accuracy standard was not breached. The Authority has not upheld two complaints that it was inaccurate and/or unbalanced for an item on 1News to describe land in central Auckland as being ‘gifted’ by Ngāti Whātua to the Crown in 1840. The Authority found it was not materially inaccurate to describe the land in this way in the context of an item focused on Ngāti Whātua’s call to change Auckland Anniversary Day. Further, any harm caused by not including a detailed explanation of the land transfer did not outweigh the broadcaster’s right to freedom of expression. The balance standard did not apply. The Authority has not upheld a complaint about a 1News item on 2 July 2025 reporting ‘a ceasefire in occupied Gaza could be on the cards with all eyes tonight on Hamas and whether it’ll accept the latest proposal. It follows Donald Trump announcing on social media that, quote, “Israel has agreed to the necessary conditions to finalise a 60-day ceasefire”. ’ Key points of the complaint included: 1News persistently reports Israel’s actions ‘in the passive voice’, avoiding attributing responsibility to Israel (including for breaking an earlier ceasefire); stating the October 2023 attacks killed ‘around 1200 people’ was incorrect as it did not account for deaths inflicted under the Hannibal Directive; and TVNZ’s sources did not support the statement that Hamas had a ‘red line’ that it ‘must remain in control of Gaza’....

The Authority has not upheld a complaint alleging an item on Newshub Live at 6pm lacked balance. The item reported on reactions to the sentencing of a person involved in the ‘coward punch’ death of a prominent Auckland kickboxer. A person’s sentencing is not a controversial issue of public importance, so the balance standard does not apply. In any case, it was clear the item was coming from a particular perspective. The Authority has not upheld a complaint that an RNZ News bulletin reporting on the arrest of Kiritapu Allan, and political commentators’ views on the implications for Labour’s election chances, breached the balance and fairness standards. The complaint considered the item favoured two ‘negative’ opinions that were ‘noticeably biased against the Labour government’ and ignored a ‘positive’ balancing view available ‘just minutes earlier’ from Minister James Shaw. The Authority found the item was balanced, having included alternative significant perspectives just prior to the news bulletin. The Authority has not upheld a complaint that an interview between Indira Stewart and Hon Judith Collins as part of Breakfast’s ‘weekly check-in’ with the Leader of the Opposition breached the balance and accuracy standards. While acknowledging the robust and heated nature of the interview, the Authority found that as the segment was an interview with the Leader of the Opposition, and provided her with the opportunity to respond at length, the balance standard was not breached. Further, while the complainant considered Stewart’s line of questioning and comments to be uninformed and inaccurate, the Authority found that these were not ‘statements of fact’ to which the accuracy standard applied. The Authority has not upheld a complaint that a 1News item on the government’s proposed amendments to expand citizen’s arrest powers, as part of its efforts to address retail crime, breached the balance standard. The complaint alleged the report ‘crossed the line’ into political bias by focusing on violent robberies and interviewees expressing concerns about increased danger and vigilantism, while failing to mention the proposed changes were intended to address incidents such as supermarket shoplifting. The Authority found the balance standard had not been breached as the item included significant perspectives on the government’s proposal, including comments from Justice Minister Paul Goldsmith’s announcement. The Authority has not upheld a complaint that an item on Newshub Live at 6pm concerning US immigration breached the good taste and decency and balance standards. The complaint was that showing the bodies of a toddler and her father who drowned while trying to enter the US was gratuitous, and that the item’s coverage of migrant detention camps and interviews with protestors outside were unbalanced as no comment was included from US authorities. The Authority found that including the images of dead bodies was justified in the public interest, and the warning preceding them was sufficient to enable viewers to exercise choice and control over their viewing, so there was no breach of good taste and decency....
