Summary An American documentary entitled Scared Straight – 20 Years On was broadcast by TV3 on 12 July 1999 at 8. 30pm. It examined a rehabilitation programme for youthful offenders which was based on behaviour modification. The programme was trialled in the 1970s, and 20 years later some of those participants were asked about their experiences on the course and how they had lived their lives since then. James Whitham complained to TV3 Network Services Ltd, the broadcaster, that the programme condoned violence and encouraged intimidating and threatening behaviour. He contended that it had breached a number of broadcasting standards. TV3 responded by noting that the behaviour modification programme had been used successfully in America to help teenage offenders. In the context of an AO programme, which had been preceded by a verbal and written warning relating to language, TV3 maintained that no standards had been breached....

SummaryThe Sunday movie broadcast at 8. 30pm on TV2 on 20 September 1998 was Desperado. It starred Antonio Banderas and was classified by TVNZ as AO. Ms McIlroy complained to Television New Zealand Ltd, the broadcaster, that the broadcast of a grossly violent movie at that hour breached broadcasting standards. She contended that as the film contained sustained violence and included numerous scenes where people were killed, it breached the requirement to avoid portraying excessive violence. In addition she complained that as the star of the film was popular with young people, they would have been keen to watch it. TVNZ observed first that the film was classified as AO, which clearly indicated to viewers that it was intended for an adult audience. It was also preceded by a warning. Summary A promo for the Jo Brand programme included a "stand-up" comedy routine in which the comedian related how her mother warned her not to take sweets from old men. In relating the story, she used the expression "getting his knob out". The promo was broadcast on TV4 on 26 January 1999 at 7. 40pm during a PGR-rated programme. Mr Raffray complained to TV4 Network Ltd, the broadcaster, that the language used resulted in the broadcast of AO content during a PGR time-slot, without any warning, and during a programme which appealed to younger viewers. TV4 responded that the promo had a "hard PGR" rating which, it wrote, meant that it could not screen in programmes aimed at children.
