3 News Special. Programme included an interview with the Prime Minister which canvassed allegations about the Government in Nicky Hager's book "Seeds of Distrust" published that day. Broadcaster argued that referral of complaint to the Authority raised new issues about scope of referral. To the extent that the referral responded to broadcaster’s invitation, issues not new.
