Summary An American documentary entitled Scared Straight – 20 Years On was broadcast by TV3 on 12 July 1999 at 8. 30pm. It examined a rehabilitation programme for youthful offenders which was based on behaviour modification. The programme was trialled in the 1970s, and 20 years later some of those participants were asked about their experiences on the course and how they had lived their lives since then. James Whitham complained to TV3 Network Services Ltd, the broadcaster, that the programme condoned violence and encouraged intimidating and threatening behaviour. He contended that it had breached a number of broadcasting standards. TV3 responded by noting that the behaviour modification programme had been used successfully in America to help teenage offenders. In the context of an AO programme, which had been preceded by a verbal and written warning relating to language, TV3 maintained that no standards had been breached....

Summary A promo for the Inside New Zealand documentary "The Naked Breast" was screened on TV3 during the evening of 10 September 2000. Breasts were masked by means of a design graphic as the voiceover described some of the programme’s content. John Lowe complained to TV3 Network Services Ltd, the broadcaster, that masking the breasts in the promo sent a message that they were a prohibited part of the body. He said that the masking obscured the truth, was discriminatory and therefore illegal, was deceptive and corrupted children....

The item included footage of a veterinarian, who was trying to shoot the tiger with a tranquiliser gun, himself being accidentally shot and killed. Gillean Parsonson complained to TV3 Network Services Ltd that it was "thoroughly irresponsible" to broadcast such graphically violent content in the early evening when children would be watching television....

Summary "Six Days in a Leaky Boat" was the name of the documentary broadcast on Inside New Zealand on TV3 at 8. 30pm on 24 March 1999. It featured six people in their twenties who were sailing a yacht in the Bay of Islands, and who had never met before. They were required to perform a number of objectives in difficult circumstances. Mr Stewart complained to TV3 Network Services Ltd, the broadcaster, that the language used and behaviour shown in a programme about boating was unacceptable and in breach of the standards. Furthermore, he wrote, the "foul" language used was advanced as acceptable, which amounted to a deceptive programme practice. Explaining that the programme was about the relationships between six people in their twenties who were required to perform difficult tasks, TV3 said that the unscripted programme captured their reactions....

Jenny Rockel complained to TV3 Network Services Ltd, the broadcaster, that the newsreader had given the impression that the idea of women’s sexual viability in middle life was laughable. Summary [1] The Big OE was a series broadcast on TV3 on Thursday nights at 8. 00pm which followed a group of young New Zealanders on a 21-day tour around Europe. [2] Trevor Dixon complained to TV3 Network Services Ltd, the broadcaster, that the episode broadcast on 29 November 2001 breached standards of good taste and decency. In particular, he objected to a reference to "drinking and shagging" made by one of the participants. [3] TV3 declined to uphold the complaint, stating that the programme was rated PGR, screened during PGR time, and was accompanied by a verbal and visual warning....

Summary Allegations that Timberlands West Coast Ltd had lobbied the government to ensure that it could continue to harvest native forests were put to the company’s Chief Executive in an item on 20/20 titled "Unsustainable PR? " broadcast on 22 August 1999, beginning at 7. 30pm. Mr D L Hilliard, the Chief Executive of Timberlands, and Mr Stephen Sheaf each complained to TV3 Network Services Ltd that the broadcast lacked balance, was biased and unfair, and was intended to mislead viewers. Mr Hilliard, who was interviewed for the programme, also said that he had been misled as to its intention, and had consequently been treated unfairly. In its response, TV3 emphasised that the focus of the story had been Timberlands’ lobbying of the government, and noted that documents it had received indicated there was ample evidence of its having done so....
