Every two years, we survey broadcasters on how satisfied they are with our processes, services and working relationships. We also explore their views on the BSA website and the Broadcasting Code. We use the results to identify any areas for improvement.

In our 2025 survey, we invited all broadcasters known to the BSA to take part. We received 36 complete responses, representing a response rate of 39%.

2025 results include:

  • Overall findings remain positive, with improvements from previous years in several areas.
  • All of the four respondents who had a complaint determined by the BSA in the last year rated the process as ‘good’.
  • Three of these four broadcasters found the BSA’s decision making ‘fair’, and the remaining respondent found it ‘very fair’.
  • 79% of broadcasters rate their working relationships with the BSA as ‘good’ or ‘very good’, comparable to 78% in the last survey.
  • Over 80% of broadcasters rate general information provided by the BSA on the complaints process and broadcaster obligations as ‘good’ or ‘very good’ and there has been a notable lift in those sourcing information from our new online training resources.
  • Awareness and appreciation of BSA research has softened since 2023, when the rating was driven by our most-read research on offensive language.
  • 88% are satisfied with the BSA website, up from 84% in 2023. The rating for ease of use rose to 88% following recent improvements and new resources. Nearly six in 10 have visited the site in the past year.
  • All sources of BSA information are perceived positively by respondents, with unanimous agreement the Code of Broadcasting Standards is a helpful source.
  • The 36 complete responses this year, out of 93 invitees, means results have a margin of error of 13%.

While the results suggest broadcasters are broadly satisfied with how we work and the services we provide, we will consider feedback on areas for improvement with a focus on:

  • consulting broadcasters on their preferred methods of giving feedback, given low survey response rates over the last few years
  • ongoing consultation with broadcasters about our research programme topics
  • opportunities for further broadcaster training sessions
  • ongoing delivery of video training tools and other resources to assist broadcasters.
